Factors that influence the choice of most effective procurement method to be used include:

Procuring the right drug in the right quantities.  Obtaining the lowest possible price. It is important to note that bulk procurement reduces cost price.  Ensure that all drugs procured meet recognized standard of quality.  Set the purchasing schedule/formula for order quantities. This should be based on reliable consumption records and morbidity data.  Reliable payment and financial management
